It would be interesting to determine how much of the netrek code has been
changed by the current contributors.  The percentage for the Vanilla code
should be fairly large.  This doesn't absolve us from getting permission
from past authors nor does it reduce the rights of an author who might have
only submitted a 1 line code change, but it might give us some credibility
and some reasoning for issuing a license change without actually getting
responses from 100% of past contributors.
