I want to try out another new scoring system, so ye'all are invited.  This
is dependent on whether I can twist Ahn's arm to get the system coded by
Wed. night :).  If not, we'll just use normal planet count for a change.

WED. NIGHT, 9:00 PM EST/6:00 PM PST
server: psychosis.net -p 4566/4577 (4000/5000)

scoring:  Captains set Gametime + OT as normal.
	  Actual regulation game time is <gametime> + (0-15 min)
	  Server will announce that the game will end "Y" minutes before
the pre-determined end time.  For this game, Y = 2 minutes.
	  Scoring suggestion credited to S. Sheldon.
