If you are running IE, you will need IE 5.01 with the 128 bit upgrade. This can be gotten from http://windowsupdate.microsoft.com. Click on the product updates and snarf the IE 5.01 upgrade (it's about 8Mb). Foreigners can download Netscape with strong encryption. However, Microsoft may not be permitting IE to be distributed with strong encryption regardless of the new BXA regulations. I don't see a need for strong encryption for Netrek mailing lists anyway. I suggest sticking to 40-bit. Now, unless you're in Libya, North Korea, etc, you can download the 128bit version straight from netscape. If you are in one of those countries and think that a 128bit netscape is vital to building The Bomb, you could always lie and click on the wrong button and get it anyway.
