I can choose one of the four races. The split screen comes up showing the planets and my ship but I see no movement and the only button that seems to work is the quit options .. We have several, and they behave differently. The symptom you report is often encountered when your system is behind a packet filtering router, such as is used for Network Address Translation. You might be able to fix it by adding tryUdp: off to your Netrek RC file. But exactly how to do this depends on which version you are running. This setting may degrade play though. An alternate setting that may help is called "portSwap", which changes the way in which the secondary communication path is established.
