I see that dropping armies outside of t-mode has been disable, without any discussion or configuration options. There isn't even any warning message, that armies can't be beamed out of T. In fact, you can still try to beam armies, your ship will just sit there on the planet saying that armies are getting beamed down, but none will ever move. If someone doesn't like people playing out of T, this is hardly a good way to do it. Not only is it a controversial gameplay change without any discussion or consensus, it's a poorly implemented gameplay change.
