The patch here changes the meaning of "OPEN" as shown by the clients on
metaserver window.

Historically the window would show servers that had only just lost all
their clients.  These would be shown as "OPEN" with no players.

"Nobody" meant the server was not even running, which happens after the
one minute timeout for daemon shutdown.

Are we all agreed to hide the fact that a server was only just active?

If so, it may be simpler for the metaserver to just not send open if the
server has no players.
